Alcohol, tobacco and guns have a lot in common. All of them cause significant harm to society, and they also are associated with criminal organizations seeking to profit from illicit markets. But there is one big difference: Tobacco and alcohol are subject to excise taxes, which reduce purchases by increasing their cost, and guns are not — not until now, anyway. Now, California is preparing to become the first state ever to charge an excise tax on guns and ammunition that one expert estimates will reduce gun sales by up to 44 percent and make a big dent in gun violence.
