Traffic gridlock has become such a major problem in that people are moving into the suburbs, which increases commuter traffic on the nearby highways. The Massachusetts Bay Transportation Authority believes rail is the solution, and it believes it so strongly that it plans to spend nearly $2.5 billion over the next three years for commuter rail in the greater Boston region.
